Westport Conservation Commission Approves First Formal Barrier Beach Management Plan
Westport Conservation Commission approves barrier beach management plan for three public ways.
Conservation · Meeting of July 7, 2026
Westport Conservation Commission approves barrier beach management plan for three public ways. The commission voted unanimously July 7 to accept a notice of intent establishing the first formal order of conditions governing town highway department operations on Atlantic Avenue, Beach Avenue, and East Beach Road, dynamic barrier beach corridors that had previously been maintained without a wetlands permit. Justine Rooney of the Woods Hole Group, which developed the plan under a Coastal Zone Management grant, described protocols covering overwash redistribution, roadway grading width capped at 18 feet, rack removal, mobi mat placement, and sand fencing, with the 2024 Select Board cobble policy for East Beach incorporated unchanged.
The commission received a Division of Marine Fisheries comment letter requesting horseshoe crab season restrictions and noted pending reviews from MassDEP and the Natural Heritage and Endangered Species Program before the order of conditions is finalized. In extended public comment, East Beach Improvement Association president Kevin pressed for town nourishment funding alongside private landowner efforts; Commission Chair directed that question to the Select Board. The approved plan prohibits asphalt millings on barrier beach roads and puts the highway department on notice that contractors removing material from below mean high water face enforcement action.
