Westport ZBA Continues Reed Road ADU Hearing, Cites Incomplete Plans and Oversize Request

WESTPORT — April 15, 2026 — Westport Zoning Board continues two property hearings and schedules a site visit, taking no final votes. The board on April 15 continued a contentious 112 Reed Road accessory dwelling unit application by the Francoeur family to June 10, with members expressing serious doubt about a proposal to build a 1,750-square-foot ADU and 1,728-square-foot attached garage — a combined structure of roughly 3,478 square feet — when the bylaw maximum for the lot is calculated at 879 square feet. Chair Jeff Menard said the applicants had provided no floor-plan documentation showing how the disability of a family member drives the excess space, and the board discussed a separate pathway to subdivide the four-and-a-half-acre parcel, complicated by a 1985 ZBA decision that bars further subdivision. A second application, by Derek Ogles of 231B Tickle Road seeking a finding for a 20-by-20-foot elevated waterside deck addition, was continued to April 23 after the board said it could not vote without hearing directly from Building Commissioner Ralph Sousa about what was actually approved under a September 2025 permit — with an abutter's attorney, Matthew Aspen of Somerset, raising additional concerns about lot coverage, Conservation Commission compliance, and active Superior Court litigation over the property.
